Jacksonville City Council approved $114 million in taxpayer support for the deal in a unanimous vote last October.
Khan and his Iguana Investments must spend at least $301 million in private financing for the five-star development that would contain about 176 hotel rooms, 25 luxury condominiums and a six-story Class A office building, according to terms of the development agreement.
The Downtown Development Review Board is set to vote on final design approval next Thursday for the hotel and office building.
Rick Goldman, vice president and district manager of PCL Construction, said the  construction management firm is “proud to be part of the first five-star hotel in Jacksonville.”
“We are excited for the opportunity to build the Four Seasons Hotel Jacksonville alongside our Jacksonville Jaguars and Iguana Development partners, who are committed to bringing the Shipyards and the surrounding community to life as an events and entertainment destination,” Goldman said in a statement released by the Jaguars.
The firm has been involved in more than $8 billion in hospitality construction including  the Four Seasons Resort Ko Olina, Four Seasons Resort Whistler, Four Seasons Hotel Toronto and the Four Seasons Resort Lanai.
Khan has owned the Four Seasons Hotel Toronto since 2016.
PLC also has done construction and renovation of luxury hotels and resorts in Florida such as The Ritz-Carlton, Amelia Island and The Ritz-Carlton, Naples as well as JW Marriott Bonnet Creek, The Don CeSar, Streamsong Resort and JW Marriott Marco Island, according to the announcement.
Others on the development team include England-Thims and Miller, a Jacksonville engineering firm.
The Four Seasons Hotel and Resorts, based in Toronto with properties around the world, has not announced a hotel for Jacksonville on its web site or in social media.
