The Salida City Council will meet in regular session at 6:00 p.m. on Tuesday June 7, 2022 and the complete packet is here, with highlights noted below.

The consent agenda includes numerous special events around the annual FIBArk festival as well as summer dates for the Brewer’s Rendezvous, the Fourth of July and others.
Also included is a proposed approval to purchase an outdoor performing arts stage for the F Street Plaza, as discussed in the work session on June 6.
Yet another airplane hanger ground lease at Harriet Alexander Field rounds out the consent items.
Two proclamations follow, designating Alzheimer’s and Brain Awareness Month and Colorado Bike to Work Month.
New Business/Action Items include multiple topics. Notable among them:
Funding Request for BETCH Temporary Safe Outdoor Space Program (TSOS)
Bringing Everyone Through The Crisis Of Housing (BETCH)
A funding Request for the Temporary Safe Outdoor Space (TSOS)/Overnight Parking Permit Program at Centennial Park is requested, as a follow up to the May 17  City Council-approved Resolution 2022-22 for overnight workforce housing at Centennial Park. The group Bringing Everyone Through The Criss of Housing (BETCH) has since refined their budget, seeking $27,405 to fund the program.
Given the participation of its partner the Colorado Housing Authority (CHA) for “soft costs” to include salaries and administration, the immediate needs are for out of pocket startup costs. Staff proposes establishing an account with $12,000 to be made available for the program, administered by the Finance Department, which BETCH can draw from as needed, upon providing receipts.
Should additional daily revenues be less than anticipated to fund salaries, etc., through the remainder of the TSOS/Overnight Parking Permit Program season, Council could consider additional funding for the account at a later date.
Timeline Extension for Salida Crossings Planned Development

This item is continued from the May 17 Salida City Council agenda at the request of the developers. Salida Crossings is proposed as a 3-building, 122-unit mixed-use project approved via a Planned Development process. It allowed additional density and building height in exchange for 30 affordable, deed-restricted units, greater setbacks, and street improvements. The much-delayed project is planned for the site of a former auto dealer on the north side of Hwy 291, west of Oak Street.
The applicant was unable to submit a building permit application for Building A prior to the April 15, 2022 deadline due to a change of ownership, financing, and COVID-19 challenges,  This triggered the need to return to the city council for a review of the Planned Development in order to receive an additional time extension, per the Salida Municipal Code, Sec. 16-7-100(b).
Staff is recommending that city council approve the timeline extension request with the following condition: The applicant shall submit building permit applications for Building A by October 14th, 2022. Such applications shall be submitted substantially complete along with along all required fees. If applications and fees are not received by said date, the applicant shall be required to return to City Council once again.
Resolution 2022-27 Reservation and Master Lease Agreement at Salida RV Park for “Open Doors” RV Rental Program

City staff has worked with the owners of the soon-to-open Salida RV Resort to secure up to ten spaces to locate the city-owned RV units. The Chaffee Housing Authority (CHA) will administer the program on behalf of the City, distributing applications, identifying tenants, collecting rents and deposits, etc.
This resolution spells out the master lease agreement with Salida RV Resort, as well as sublease agreements with the prospective local workforce tenants and supporting documents.
As master lessee of the spaces at the RV Resort, the city will be obligated for the payment of space rental and deposit; however, rents and deposits charged for the units are anticipated to cover costs.
Details and costs to purchase the ten used RVs (that the city is buying for the project) are expected to be disclosed at a later date. The city previously noted that the majority of funding will come from COVID-19, American Rescue Plan Act (ARP) monies.
The regular council session will conclude after hearing reports from the council members, the mayor, treasurer, attorney, and staff.
